Emblem is not a permanent card — it exists as a game effect and cannot be targeted or affected by spells that target permanents.
This emblem's ability triggers whenever you cast an instant or sorcery spell. 'Cast' means putting the spell on the stack from your hand (or another zone) as a spell; it must be an instant or sorcery spell.
When the triggered ability resolves, you may pay . If you don't pay, nothing else happens.
If you pay , you copy the spell you just cast. The copy is created on the stack. Copies are not cast, so any 'when you cast' triggers from the original spell do not happen for the copy.
You may choose new targets for the copy if the copy is a spell that can be targeted. If the original had targets, you may leave them or change them on the copy as allowed.
If the original spell cannot be targeted (it has no targets), the copy will be identical but still created on the stack; you cannot add targets that the copy's rules don't allow.
