Then choose a creature card in your graveyard that "has a hat" (see rulings) as the target. You may cast that card this turn. "May" means you can choose not to cast it.
Casting the card using this effect follows normal casting rules: you pay its mana cost (if any) and follow any additional costs or timing restrictions. If the creature card is a spell with alternative costs or special casting restrictions, those still apply.
If the targeted card is an illegal target by the time the ability resolves (for example it left the graveyard), the ability resolves but you can't cast that card.
If you cast the card, it is removed from your graveyard and put on the stack as a spell. If the spell is countered, it goes to the appropriate zone (usually graveyard) as normal.
The creature you cast this way is cast until end of turn? No — you cast the creature as normal; it enters the battlefield if the spell resolves. The "until end of turn" in the ability limits only the time window during which you may cast that targeted card from your graveyard.
The definition of "has a hat": a creature card "has a hat" if the creature depicted in the card's art is in possession of a hat. The creature doesn't need to be wearing it; a hat in its possession counts. Background characters wearing hats usually don't count. Wigs and headbands count as hats. Space helmets do not count as hats (unless the art also shows a hat underneath).

A hat is a garment worn on the head that's not part of another garment. Hoodies, for example, are not hats. Items that cover only the face and not the top of the head, such as a face mask, are also not hats. Hats are purposely decorative. Simply balancing a thing on your head doesn't make that thing a hat.
