Because it’s a loyalty ability, Jaya’s first ability isn’t a mana ability. It can be activated only any time you could cast a sorcery. It uses the stack and can be responded to.

Jaya Ballard
Legendarny Planeswalker — Jaya
+1: Dodaj .
+1: Odrzuć do trzech kart, następnie dobierz tyle kart.
−8: Otrzymujesz emblem z „Możesz zagrywać instanty i sorcery z twojego grobu. Jeśli zaklęcie zagrane w ten sposób miałoby trafić do twojego grobu, wyeksmituj je zamiast tego.”
−8: Otrzymujesz emblem z „Możesz zagrywać instanty i sorcery z twojego grobu.
Druga zdolność (+1): odrzucasz do trzech kart, a następnie dobierasz tyle samo kart.
- When you activate Jaya Ballard's +1 that produces , it is not a mana ability. It goes on the stack and can be responded to. You can activate it only any time you could cast a sorcery (your main phase when the stack is empty unless a rule or effect says otherwise).
- The produced can be spent among any number of instant and/or sorcery spells. You can split it across multiple spells as long as each mana payment is for an instant or sorcery spell.
- When you activate the +1 that discards up to three cards, you choose how many to discard as that ability resolves. You may choose zero and then draw zero.
- Jaya's emblem lets you cast instant and sorcery spells from your graveyard. It doesn't grant any other permissions for cards in the graveyard (for example, you still cannot cycle an instant or sorcery from the graveyard unless another effect specifically allows it).
- If you cast an instant or sorcery from your graveyard because of the emblem and that spell would be put into your graveyard (for example, after it resolves or is countered), it is exiled instead.

You choose how many cards to discard while Jaya’s second ability is resolving. You can choose to discard zero cards this way (and then draw zero cards) if you wish.
Mana produced by Jaya’s first ability can be spent among any number of instant and/or sorcery spells.
Jaya’s emblem doesn’t grant you permission to do anything with instant and sorcery cards in your graveyard except cast them. For example, you can’t cycle instant or sorcery cards with cycling from your graveyard.
