If the targeted creature changes controllers after the ability resolves, the “doesn't untap” effect applies to the creature’s new controller’s next untap step (the effect tracks the creature, not the controller).
A heroic ability triggers only when a spell is cast that targets this creature; copies of spells created on the stack do not cause heroic to trigger, and changing a spell’s targets to include this creature won’t cause a trigger.
If a single spell targets this creature multiple times, heroic triggers only once for that spell.
