When you cast Roar of Jukai normally, you may choose targets as required (it has no targets). If you control a Forest, each blocked creature gets +2/+2 until end of turn when it resolves.
Roar of Jukai can be cast even if you don’t control a Forest or there are no blocked creatures; in that case the spell resolves but its first effect does nothing.
Splice onto Arcane — as you cast an Arcane spell, you may reveal Roar of Jukai from your hand and pay its splice cost (the text doesn’t show the numeric cost here; pay the cost printed on the card). If you do, add Roar of Jukai’s effects to that spell. You reveal all cards you intend to splice at the same time and choose targets for the entire resulting spell after revealing them.
When you splice, any targets required by the spliced card’s text become targets of the resulting spell; you may choose different targets for each instance of “target” on the resulting spell.
A card with splice can’t be spliced onto itself because you can only reveal cards from your hand, and the spell you’re casting is no longer in your hand.
Each individual splice card may be spliced only once onto any given spell.
If all targets of the resulting spell are illegal when it would resolve, the spell won’t resolve and none of its effects (including those added by splicing) will happen.

If all of the spell’s targets are illegal when the spell tries to resolve, it won’t resolve and none of its effects will happen.
