Goad: The spell taps each chosen creature and gives it the goaded condition. Goaded means: until your next turn, that creature must attack each combat if able and, if able, must attack a player other than you.
Choices when casting: Each opponent chooses a creature they control as you cast the spell. If an opponent has no creatures, they choose nothing.
Splice onto instant or sorcery: While casting an instant or sorcery spell, you may reveal this card from your hand and pay . If you do, the effects of Fell Beast's Shriek are added to that spell. The card you spliced stays in your hand.
Copied spells: If you copy the spell that had this card spliced onto it, the choices made while casting (which creatures were chosen) are copied to the copy, so the copy will have the same spliced effects.
All effects last order: Effects added by spliced cards happen after the other effects of the spell they were spliced onto.
Illegal targets: If all of the spell's targets are illegal when it tries to resolve, the spell doesn't resolve and none of the effects — including those from spliced cards — happen.
Goad persists independent of abilities: Being goaded is not a lasting ability on the creature. Once goaded, the creature must attack as required even if it loses abilities later.
Multiple goads: If a creature is goaded by multiple opponents, it must attack in a way that satisfies the maximum number of goad requirements (attack one of the opponents who didn't goad it if possible). If every opponent goaded it, you (the controller of the goaded creature) choose which opponent it attacks.
Exceptions to attacking: A goaded creature doesn't have to attack if it is tapped, is affected by a spell or ability that prevents it from attacking, doesn't have continuous control since the turn began and doesn't have haste, or can't legally attack the required players/planeswalkers/battles.
Attack targets priority: If able, a goaded creature must attack a player other than the controller of the spell that goaded it. If it can't attack those players but could attack a planeswalker or battle an opponent controls (or a player who goaded it), it must do so.

If a spell is copied, choices made while casting it are copied, so the copy will have the same abilities spliced onto it as the original.

If, during a player's declare attackers step, a creature that player controls that's been goaded is tapped, is affected by a spell or ability that says it can't attack, or hasn't been under that player's control continuously since the turn began (and doesn't have haste), then it doesn't attack. If there's a cost associated with having a creature attack a player, its controller isn't forced to pay that cost, so it doesn't have to attack that player.

If a creature you control has been goaded by multiple opponents, it must attack one of your opponents that hasn't goaded it, as that fulfills the maximum number of goad requirements. If a creature you control has been goaded by each of your opponents, the creature must attack an opponent (rather than a planeswalker or battle), but you choose which opponent it attacks.

If the creature doesn't meet any of the above exceptions and can attack, it must attack a player other than the controller of the spell or ability that goaded it if able. If the creature can't attack any of those players but could otherwise attack, it must attack a planeswalker an opponent controls, a battle an opponent protects, or a player who goaded it.

If all of the spell's targets are illegal when the spell tries to resolve, it won't resolve and none of its effects will happen, including those from cards spliced onto it.
